Sad to think people like this roam the streets for Fort Pierre. I hope they find the criminals who did this and they are prosecuted to the fullest extent of the law. The value of the horse and the level of cruelty will certainly warrant felony charges. Doing something like this in a rodeo town is really, really, really stupid.
